WTCS has been providing low cost SNMP extension agents for Windows systems for over 4 years.  Some of these products are

In addition, WTCS sells Net-Sonar, a low cost "wrapper" for MRTG that provides enhanced functionality over the base MRTG product, including audio, visual, and other alerts, including logs, email (client and text messaging) and SNMP traps.
